My dealer has provided me the chassis number (and engine number) for the car that has been finally allotted to me, after one-month + of my booking.

It is - "MA3ENGL1S00283273"
i.e. 17 characters - but with the 10th & 11th nubers as "0's" - as in the "Alternative" mentioned in the original post above.

However, when I am asking the dealership to provide the complete VIN - i.e. 17+2 = 19 characters - they are insisting that there are NO MORE CHARACTERS (after the 17 they have provided).

IS THAT POSSIBLE??!
