ICE budget for 25k, with no amps/subs?

Hi Gurus,
I'm in a fix now. Having gone through a lot of ICE set ups with Amps and Subs, for a budget of 25k, am I given a rough deal with the following, though the option provided by the installer are good brands. Can i get the same output with VFM brands/products and include amps and subs?

Alphine 9874 8800
Polk Comps 8200
Polk Coaxials 3800
Labour 600
Damping 3000
Cable 800

Grand total 25200

Please advise.
