the jbl 936 have sensivity of 91 db if im not mistaken.but how can i find out how much its actually putting out.is there anything other than a decible meter ??

db meters are not expensive. about 1200/-. they allow you to apply A weighting and C weightinhg to the mic.

I believe so. I have been charged often lol. I believe there is a law that sort of states that the cars audio system should not be heard outside the car.
And you can also be pulled up for modifying the car, removing the seats for example.
