Interesting debate here, I understand both in favor and against. Personally I am in favor of better means of transportation but I do agree that it shouldn't be this or that choice. We should fix existing infrastructure at the same time as we build new one.

For harsh, see the history of Germany in the 1930s among first its own dissidents, then with 6 million slaughtered Jews, and then with conquered people, especially in Russia alone that lost 20 million people in WW2. Then check out Japan in China at about the same time and the rape of Nanking, and then among the nations it conquered in WW2. Which is why Gandhi said that if violent war could ever be justified, the one against Germany was; he never said that even once about the British. See how few people that were jailed by these countries left the jails alive and compare that to the British record, for another example.

Similarly, for harsh, read about the Belgians in the Congo - even the South Africans with apartheid were nothing compared to that.

Jallianwala Bagh also led to an outcry in Britain at its time and an official inquiry, that had no equivalent in Germany/Japan that saw state commissioned deaths exceeding its scale on a daily basis for many years. And while the Bengal famine was no doubt a great sin, there is a difference between sins of omission and of commission. I also suspect that the local zamindars would have been complicit in it. And why aren't Indian leaders making a fuss about getting an apology from Britain for it, when they are doing a lot of that for the much smaller Jallianwala Bagh tragedy? Perhaps because death by famine continued post independence? I don't know, but could that be a contributory reason?

Colonialism was always cruel to the exploited countries, but there are degrees of harshness there. Which is why I said, and you have quoted - "not as harsh as others".

In other words, the total land that the government needs to acquire just in Vadodara district is more than half of what it will acquire in neighbouring Maharashtra state where the project requires acquisition of 246.42 hectares land for tracks and stations. Although Vadodara is one of the eight districts of Gujarat in which land will be acquired, in actual terms 26 % of the total 612.19 hectares to be acquired in the state falls in this district.
Sources in Arcadis India Pvt Ltd, the Delhi-based design and consultancy firm, which has been hired as consultants for the project, suggest that a total of 1,548 households will be affected due to the project while 354 structures including ‘pucca’, semi pucca and ‘kutcha’ will be impacted because of the project.
A majority of project affected households (PAHs) that will be affected are dependent on service sector – 543 PAHs - followed by agriculture – 494 PAHs as primary source of income while 173 are women headed households.
The challenge before the NHSRCL is to convince the private players to agree to the compensation package which will be based on the market value of the land decided by the district collector. The entitlement matrix which is reflected in the presentation prepared by Arcadis India Private Limited suggests that the land will be acquired on payment of compensation as per the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement (RFCTLARR) Act 2013.

Accordingly, for any loss of land, market value will be decided as per the India Stamp Act 1899 for the registration of sale deed or agreement to sell in the area where the land is situated or average sale price of similar types of land situated in the nearest vicinity area (ascertained from the highest 50 % of the sale deeds of the proceeding three years) or consented amounts paid for public private partnerships or private companies whichever is higher.

This apart, those losing land will also get 100 % solatium and 12 % interest from the date of notification and multiplication factor (one in urban areas and two in rural areas) will also be taken into consideration.
The rehabilitation and resettlement amount will be 50 % of the amount of compensation for land which will be determined under section 27 of the RFCTLARR (Gujarat Amendment) Act, 2016.

Also, the stamp duty and other fees payable for registration of the land or house purchased by the affected families will be reimbursed by NHSRCL based on documentary evidence.
NHSRCL will pay one time additional assistance to the affected land owner family based on the percentage of the land area acquired from each partially acquired land plot.

The project affected families will get onetime payment of Rs 5 lakh per affected family, subsistence allowance of Rs 3,500 per month for a period of one year (Rs 42,000 in a year) and the stamp duty and other fees payable for registration of the land or the house purchased by the affected families which will be reimbursed by NHSRCL based on documents.
Similarly, entitlement matrix has been chalked out for those losing their temporary and permanent houses, tenants, for loss of employment, trees and crops, cattle shed or petty shops, vulnerable families while NHSRCL will be bearing the cost of providing training in relevant skills or vocational skills to one member from each affected family.
A commercial building where my friend has his office is also impacted and it seems some forms are being filled up to fetch initial details. Dont know what is the actual fair value the government shall pay. A person who had invested some amount in his/her residence (considering residence as a non-depreciating asset) for modification, renovation, etc. will certainly expect something more than the fair value government decides. On positive side, work is definitely going in fast lane unlike usual delays and extensions of deadline.

India develops its first aerodynamic loco capable of attaining speeds upto 200KMPH!

The new WAP-5 will be used to haul premium trains like the Gatimaan, Rajdhani & Shatabdi trains. Developed at a cost of around Rs. 13 crores, the cost is similar to other locos manufactured- said Chittaranjan Locomotive Works (CLW). Apart from the aerodynamics and better efficiency, the new loco will also feature more advanced onboard diagnostics and data recorders, fed by vieo cameras and microphones placed at critical locations inside the cabin. It also has an ergonomically re-modified driver desk for improving the conditions of loco pilots, and the gear arrangement has also been modified for hauling the train at a maximum speed of 200 kmph.

@Saket77 I am wondering what will be the cost of the Loco if there were some private players involved. Why I say so, look at the pricing of the Rafale of HAL vis a vis Dassult. I think most of the PSUs should be put on a diet. Remember who is doing the overhaul of the Su30. Bharat Dynamics and not HAL. This may be a small thing, when I was in service the labour cost an an internal telephone directory was Rs.30 (paper extra) while I got it done outside for all of Rs.15 including paper.

Finally, things are moving.

Land acquisition in Gujarat has already reached the 80% mark which is usually when tenders go out.

Bids for 3 tenders have come in which will now go through technical evaluation after which the winners will be announced.

1. C4 Package

India’s National High Speed Rail Corporation (NHSRCL) today received 3 bids to construct the 237.1 km Package C4 of the 508.17 km Mumbai – Ahmedabad High Speed Rail (MAHSR Bullet Train) project which’ll connect both cities through 12 stations at an estimated cost of Rs. 1.1 lakh crore (US$15 billion).

Package C4 is the longest civil package of the main-line and runs elevated from Zaroli Village on the Maharashtra – Gujarat border to Vadodara Station through 4 stations at Vapi, Bilimora, Surat and Bharuch in Gujarat.


NHSRCL invited tenders (bids) for its construction, financed by Japan International Cooperation Agency (JICA), on March 15, 2019 and estimates it to cost Rs. 20,000 crore.

Larsen & Toubro Ltd. (L&T)

2. C6 Package:


Just like Package C4 on Wednesday, India’s National High Speed Rail Corporation (NHSRCL) today received 3 bids to construct the 87.569 km Package C6 of the 508.17 km Mumbai – Ahmedabad High Speed Rail (MAHSR Bullet Train) project which’ll connect both cities through 12 stations at an estimated cost of Rs. 1.1 lakh crore (US$15 billion).

Package C6 from chainage 401.898 to 489.467 is the third longest package of the entire line, and connects Vadodara with Ahmedabad through one station and a minor depot at Anand-Nadiad.

NHSRCL had invited tenders (bids) for its construction, financed by Japan International Cooperation Agency (JICA), on August 1, 2019 with a 1,370 days (3.75 years) period of completion.

3. Package 4X and Y

Besides Package C6, India’s National High Speed Rail Corporation (NHSRCL) today also received 8 bids to fabricate and install 28 steel truss bridges on the 508.17 km Mumbai – Ahmedabad High Speed Rail (MAHSR Bullet Train) project which’ll connect both cities through 12 stations at an estimated cost of Rs. 1.1 lakh crore (US$15 billion).

Per NHSRCL, an estimated 70,000 MT of steel will be used for the fabrication of these 28 steel bridges and they’ve already sensitized the steel industry to cater such a huge demand for the India’s first High Speed Rail corridor.

NHSRCL had invited tenders (bids) for this package on February 24, 2020 under two lots, X and Y, for steel truss bridges of various sizes over roads, highways and railway crossings across Maharashtra and Gujarat. Its estimated value and period of completion are unknown at this time – I’ll update this section when I become aware.
