The mileage varies :-) ... I have seen several people who are as uncivilized as any other while in India and a civilized cloak comes over as soon as they put their feet on another land.

Related to Japanese culture: https://www.bbc.com/news/world-asia-44492611

"World Cup: Japan fans impress by cleaning up stadium", "It's a habit drilled into Japanese people from early childhood.", "Cleaning up after football matches is an extension of basic behaviours that are taught in school,", "It doesn't mean that there is any more or less passion,. It's simply that passion doesn't slip into neglect of basic rules of behaviour let alone violence."

A lot of times we blame the government here, the cops, the education system, etc. for not enforcing rules or for not educating us. But none of these institutions can make up for a basic lack of respect for others that has to be taught by our families during childhood. Or not at all.

Another shocker from Japan - Kobe docks official’s pay for repeatedly taking lunch break 3 minutes early
Quote:
The official, who works at the waterworks bureau in Kobe, began his designated lunch break early 26 times over the space of seven months, according to a city spokesman.

“The lunch break is from noon to 1 p.m. He left his desk before the break,” the spokesman said Thursday.

The official, 64, had half a day’s pay docked as punishment and the bosses called a news conference to apologize.
