What is this? (Truck on rails in Belgaum)

The photo was taken at Belgaum Railway station.
What year do you think this was?

It is a Dodge truck customized to run on rail tracks(?)

Wow! never knew such vintages were part of Belgaum.

Seems to be a Dodge Brothers truck with the wheels replaced with rail tracks. One such truck (albeit smaller) is on display at the National Rail Museum in Delhi.

Like Simla Railcar

If I remember correctly, Kalaka Simla toy train route still has something similar to these, they are called railcar servcies. I have travelled in one but that was in 1991, not sure if they still do.

JVH, The author of allaboutbelgaum claims that its 1920-1930. he is not sure. The modification work looks pretty decent. I am sure some of the gurus here will shed more light on the same.

Looks like a flag of the Indian National Congress. If it is preindependence i am not sure the railway authority then under the British could have let the flag be planted on there.

Pure speculation and i may be wrong.

Oh and that flag first came out in 1930.

what was it runing on? those times we didnt have electric engines, normally steam ones were available. From the pic it doesnt seem to have a stowe-latch or a hook in the front, which could indicate that its towed behind a regular train.

That is based on a Dodge/Chevy/Studebaker truck, late 30s perhaps. These rail car conversions weren't unheard of at the time. Picture could date from late 30s to late 40s perhaps.

There was a Indian National Congress session held at belgaum in dec 1924.

Did the leaders then use this to travel, just a wild guess.

The base truck appears to be a late 30s design, if not later.

It is a dodge. They have a smaller contraption in the form of a tourer car for officers at Mysore Railway Museum too. Will hunt around for a picture on my hard disk.
Rail Cars at kalka-simla route are different. There the Engine compartment itself has been modified to accommodate a few passengers. Here a road going vehicle has been modified to ply on tracks.

Those were Austins right? Does the museum have a dodge like above?
