Yeah I too saw it here: https://indianexpress.com/article/ex...ained-7948845/

The things to watch out for are: (a) will they take steps to block traffic, and (b) will they take steps to block payments. Right now (at least with my provider) I can connect to a foreign server and be online just the same (maybe one or two minor inconveniences with sites that block outside-India access).

This is for foreigners accessing Indian VPN. What about Indians wanting to use a foreign VPN like Netherlands to access sites. Will that be allowed if these companies shut shop here.

Yes that's allowed as VPNs are not banned..at least as of now.
