Not sure about the timeline, but atleast since last two years there has never been an unlimited plan by AT&T which was the sole seller of iPhones. Even today Sprint, Verizon & T-mobile are the only big players which allow unlimited Data Plan which again as actually caped at 2GB, 4GB & 5GB etc. AT&T charges its customers for WiFI Tethering while T-Mobile doesn't.
