MP3 players, ipod or samsung or creative and repairs

Pardon me for digging this thread up from grave, but found no other relevant thread..

I am not able to charge my ipod shuffle 2nd generation model using an USB wall charger i recently purchased from ebay for this very specific purpose - http://www.ebay.in/itm/Samsung-Unive...E:L:OC:IN:3160
Iam able to charge my smartphone though with this wall charger though.
Anyone knows why its not charging from the wall charger?
Iam forced to connect the shuffle to my laptop for charging.
