Small car upto 4 lacs?

I am facing a dilemma regarding our second car. Wife needs it for her daily commute to work in Mumbai and I estimate the daily run to be around 30-40 kms (return trip). I guess this rules out diesel.

Break up would be 90% city 10% highway (maybe not even that!).

The choice is mainly around 1.1L engines and if budget permits, 1.3L as well.

The budget is INR 4 lacs and although I am open to consider a used car, she is not. So that option is also ruled out (unless of course, I can get a 2 year old Honda City in that price!).

Top of the mind new car recalls in this budget are:
1. i-10
2. Santro
3. Zen Estilo

Prime consideration factors:
1. Good FE
2. Easy city driving, maneuverability and parking
3. Good A/C

What are your suggestions? Although I have driven the i-10 and I don't like it very much, it seems to be the most feasible choice of the three (I personally dont like the design of the Estilo, and wife doesn't like the Santro, having owned it for last 7 years)
