I appreciate & understand the security concern. But changing the entire Lock assembly will be a costly affair.

Also as the key was collected by Nationalized Bank (which followed this practice couple of years back as pointed above) mostly probably the case would be that after they stopped this practice, they would have misplaced the keys collected when the practice was on. Also in my opinion, stealing something like a key from a Nationalized is a difficult thing given all the government office-like procedures.
