I've been curious about this for quite some time.As per my understanding all the insurance companies maintain a centralized database of motor insurance claims.

Is there any way to search for accident history of a vehicle using this particular database.

Do the insurance agents have access to this database?

Or is there a way to request such information? (Something like RTI? )

Unfortunately, the centralised database has still not come into existence but yes IRDA is working on it and is expected to be launched sometime in the middle of the next year i.e, 2014. Yes, there is a way to see the history of the vehicle that is visiting any authorised dealership am requesting them for a service history. All manufacturers use a common software for logging service history and repairs done at authorised workshops. This can be accessed from any authorised workshop across India. The only catch is if the first owner stopped taking his vehicle to an authorised workshop after certain point in time. The other way is to look at the insurance policy document. If the car is say 3 years it will show a no claim bonus of 35%. So the NCB slab is like 1st year 20%, 2nd year 25% and then 35%, 40%, 45% and finally 50%.

Now that Aadhaar is being made mandatory for financial products, It is going to get much easier to build a database.

The shared database called Vahan is under the process of being built up. Not much information though, the website seems to be useless.

The central database is being regularly updated by some of the general Insurance cos and this will help update the insurance details of the registered vehicles. Going forward it will help the ministry (MoRTH) identify the insurance status of the vehicles and track which vehicles have no insurance.
