Are there seperate prices for insurance and customers

I'd heard that hospitals bill customers and insurance different rates for the same things.

when i got my front fogs replaced under insurance, the bill was was 1021 rs each.
When a friend of mine with a xeta GLS , without fogs as OE wanted to fit a pair, he was quoted 3k + switches and wiring.

I had to replace a taillamp, and was quoted 1.7k from several sources ( two different service advisors, an independent tata parts shop).

And yet when they replaced it under insurance, it cost only 1.5k!

What gives

Under insurance, claim amount is the amount which is approved by the surveyor and not paid by us. Under normal condition we pay what is demanded from us which is not the case in case of insurance.

What I'm asking is, are there two different rates for spare parts, depending on who is footing the bill
