Well, not really :P
This never went into production but I think this was a wonderful initiative by a government who wanted to push for change,
leading by example .

This is a car designed by the US government in 1966 as a model showcasing all available and future concepts of safety they expected the automotive industry to adopt of the next two decades - Airbags, non-collapsable seats, impact absorbing bumpers, radar based anti-collision (In 1966!) etc. They curiously however did not include seat-belts (which were already invented by then). This even came packed with gullwing doors and looked pretty retro-futuristic in my opinion - a lot like the Delorean.

The Worlds safest car would be the one built for the erstwhile Libyan Dictator.
The "Saroukh El Jamahiriya", which means Libyan rocket, is a five-seater saloon with the nose and tail of a rocket and powered by a 230bhp V6, specially designed airbags, an electronic defense (and attack) system and collapsible bumpers that supposedly help out in a crash. The car is loaded with GPS and other communication devices, virtually like a command center for the erst while dictator.
The car can go hundreds of miles on a flat tire, a feature that could come in handy while driving in the vast Libyan desert. Other safety features include a device to cut off the fuel supply to avoid a fire in case of accident.

One of these was built to influence industry and make cars safer for everyone, while the other was built to keep one person safe from his countrymen. Funny thing is, neither succeeded lol:
