What is driving these policies? Are they trying to reduce congestion, increase tax collection or both?

We need papers on India's haphazard urbanization with poor planning which has resulted in congested unlivable cities mainly because politicians and bureaucrats can make money from real estate, yes, this is the sad state of our country, that's the single reason for the current mess.

India is a large country, we can have more cities, larges cities, better urban infrastructure and a lot of these problems resolve themselves once these are done. Nobody enjoys driving in bumper to bumper traffic for 1 to 2 hours one way to get to work, proper infrastructure and planing will automatically solve problems.

The kind of knee jerk policies most likely brought back from some western junket or fashionable opinion completely fail to address the problems we face. The middle classes are a soft touch and politically sterile so this will probably continue. The politicians or bureaucrats do not get inconvenienced, they get exceptions.

Jokes apart, you have hit the nail on the head. They will never want the situation to improve and proposing such measures is just to show that they are concerned and working on the issue. These so called policy makers create policies that benefit themselves and their dear ones.

The only way a green cess will work effectively is if that money collected is put back into actually developing infra structure for public transport. Preferably one that is green, so our metro, while using coal powered electricity also gives us the option of hydel power making it totally green.

Unfortunately Wendi not have the infra structure or forward thinking politicians or administrators. Thus all they will do is raise fuel prices and taxes provided people pay.

I personally have no issues paying a green tax if it improves our life, but knowing our government that is asking for the moon and unlikely to happen, EVER.

I hope you guys have read the above report. Telecom towers is officially the most consuming part of the subsidized diesel which is given to us. More than the giant railway system of India. And the govt. blames the private diesel vehicles for it.

Why are these reports not discussed in the mainstream media? Corporate lobbying? Vested interests?
