Can you please tell me at present what pollution norms [Euro-3/BS-3 etc.] all new and old cars must comply with
in [1] Metro cities [2] other towns?

I think norm is more stringent in metro cities. So, what if people buy cheaper [ie. less Euro-X compliant] cars in smaller towns and then run them in metro cities?
