According to the verdict of the Hon Supreme Court, Aadhaar is mandatory only if one is availing of a benefit covered u/s 7 of the Aadhaar Act viz. availing of subsidies paid out of the Consolidated Fund of India. And for filing of Income Tax returns or obtaining a PAN card.

But having said that, even when the Hon Supreme Court had directed that Aadhaar should not be made mandatory, pending the final verdict, government departments were flouting this order.

Aadhaar To Be Linked With Driving Licence Soon.

The moment one tries to get issued duplicate licence using a different identity, the system will immediately say the person is already having a licence and should not be given another licence. This is how we are changing the quality of life in India.”

It's illegal to make Aadhar mandatory for driving licences. This is clear from the recent SC ruling. But who will police the govt when it's hell bent on flouting the law.

True that. Even I tried to link my Aadhaar with my DL after reading this article. There is no such link to "Link Aadhaar" in Gujarat RTO Website

Mentioned article is published/updated on 13th Jan 2019. However, I was not aware of SC ruling. Thanks for pointing out. This article looks like one more case of print media's over-enthusiasm.

Actually, there has been movement in this matter. On 4/1/2019, Lok Sabha passed a bill amending the original Aadhaar act which changed several sections that were affected by the SC judgment (of 26/9/2018). In particular, this clause has been inserted:

(7) Notwithstanding anything contained in the foregoing provisions, mandatory authentication of an Aadhaar number holder for the provision of any service shall take place if such authentication is required by a law made by Parliament.
Once this bill clears the Rajya Sabha then further bills enabling Aadhaar linkage of everything that were outlawed by the SC judgment can be brought back. Ravi Shankar Prasad's statement must be seen in this light.

Aadhaar bill is introduced as a 'money bill'. So this bill doesn't need to be 'cleared' from Rajya Sabha. They just need to present it in the Rajya Sabha, which is merely a formality for any money bill.

The original bill was a money bill because it directly accessed the consolidated fund of India. The amendment bill changes that; instead creates a separate UIDAI Fund (which is similar in construct to other authorities like TRAI, NHAI, IRDA etc.). I don't know if all amendments to a money bill also by default become money bills themselves - my best guess is no.
