The HSRP saga has a new twist. From 1 January 2019 onwards, all classes of motor vehicles will be required to come fitted with tamper-proof high-security registration plates.

As readers of this thread know, HSRPs were first made mandatory in some states more than a decade back, but they have largely failed to take off across the nation. The Ministry of Road Transport and Highways (MoRTH) last week published new draft rules that make it mandatory for automobile manufacturers to provide, and dealers to affix, the “security licence plate, including the third registration mark” for all new vehicles manufactured on or after January 1 of next year.

Vehicle manufacturers will themselves be able to produce the HSRP and obtain the Type Approval Certificate from the Central Road Research Institute, New Delhi (or any one of the six testing agencies authorised by the Central Government). Alternatively, they could also procure them from an HSRP manufacturer.

The move to rope in automobile manufacturers and the dealers aims to end the monopoly of a few HSRP manufacturers and ensure uniformity in the quality of the HSRPs.

I don't know if the current standards for HSRPs are uniform across the states that make them mandatory, but the new national standards are to include the following:
  • 15-year guarantee
  • self-destructive sticker with engine and chassis number
  • chromium-based hologram applied by hot stamping on the top left corner of both front and back number plates
  • permanent identification number (minimum 10 digits) laser-branded into the reflective sheeting on the bottom left of the number plates
  • permanent number to be preceded by two alphabets indicating name of vendor, manufacturer or supplier for whom the Type Approval Certificate was issued by the testing agency
  • number plate fitted in the rear of the vehicle to be fastened with a non-removable/non-reusable snap lock system (for enhanced security, two snap locks will be used in the HSRP affixed in the rear)
  • third tag in the form of a self-destructive, chromium-based hologram sticker affixed on the inner side of the vehicle’s windshield

The intention behind introducing HSRPs in the first place was right. It's just unfortunate that it could not be implemented across all states, whether due to the lack of political will or some other reason.

Transferring the responsibility of producing and affixing the plates to car manufacturers and dealers might make it a lot easier for state governments to implement the rule.

I do not understand something - if govt can transfer the responsibility of embossing / affixing HSRP to a private party (the manufacturers / dealers) now, what was deterring them to outsource it at the very onset (like PUC checks)?
The time wastage, serpentine queues, babu attitude of the RTO officials could all have been avoided.
Anyway, better late than never.

What about existing vehicles that do not have HSRP? Who is the concerned authoritiy to go to for fixing HSRP?

The third party entities earlier installing HSRP no longer exist.

I had been closely associated with this project of HSRP in Assam for almost two years. One thing I've realized is that this project is never going to be successful unless the authorities associated gets their act together first. Linking the HSRP with Vahan is fine. But what about those RTOs that does not have internet connectivity till date? installing HSRP in Assam at the dealership was tried, but in absence of any govt policy, it failed.

Problem is, I am still not convinced that HSRP is a full proof solution for vehicle security as in Assam, there are multiple instances where vehicles fitted with HSRP in one RTO were re-registered in another RTO of the same state.

Bringing the RTOs to the level of competency of the manufacturers would be a real challenge without which this is again going to be a failure.

One of my issues with HSRP plates is the supposed "permanent fitting" to the car (earlier with rivets and now with snap locks). My car has always had HSRP plates as at the time of it's registration Chandigarh had the HSRP plates mandated. Anyways in order to remove the front bumper on my Amaze one has to remove the number plate to access a bolt that is behind the number plate which renders the rivets useless as one has to cut them if the bumper has to come off for any reason. This proved really troublesome as I had aftermarket horns on my car placed behind the bumper and I had to ultimately use normal screws to hold the HSRP plates in place. Does anyone know if such an issue has been addressed?

As per news, all BS6 compliant vehicles to show green sticker starting October 2020.
