Rumour: Vehicles in Delhi to be scrapped after 15 years?

Called the Guidelines for Scrapping of Motor Vehicles in Delhi, 2018, the notification states that petrol, CNG and diesel vehicles that are older than 15 years and are found plying on the roads, parked in a public place, or abandoned will be scrapped. The registered owner of the vehicle will be given the scrap value of the model.

However, the policy also states that when it comes to petrol and CNG cars, if they are parked in a private space and can furnish adequate proof, then they will not be impounded.

The policy also provides environmental and procedural guidelines for the government-run scrappage yards including battery disposal, re-using and recycling of parts and dealing with the separation and storage of all automobile-related liquids and metals.

The article again doesn't talk about the cars plying on NCR roads but are registered from other states. ☹️

The newsreport by Autocar India is not comprehensive and lacks the finer details. The NCR also include Gurugram, Noida, Faridabad and Ghaziabad towns, which fall in different states. The Delhi government's writ is not applicable to these states.

Moreover, the Indian Motor Vehicles Act 1988 empowers only the Central government to decide the life of a motor vehicle.

If this decision by the Delhi government has its roots based on the recent NGT ruling, then the other states in the NCR have to follow up with similar orders/ gazette notifications.

How does this affect vintage cars? Do they have a special license or it's assumed owners won't be driving them around ?

For any vehicles older than 15 yrs and is parked on the road side without usage the owner will be issued with a notice to produce the upto date document set for the vehicle. If any such are not produced those will be scrapped considering its not in use. This was there from Mumbai Corporation as well and was there as a thread in tbhp before a few weeks

NCR area is in fact much larger, It stretches from Muzzafarnagar in UP to Karnal /Rewari in Haryana.

It will be interesting to see how UP demarcates the vehicles in Muzaffarnagar from the ones in Saharanpur which is the adjoining district.
In my opinion a policy such as this can only be implemented Pan India.

So if someone does a Kanyakumari to Kashmir drive in an old car, he can drive across the country but have his car confiscated/scrapped as soon as they enter Delhi.

Looks like Delhi/NCR is going to be a separate country with its own set of laws for car owners from other parts of India.
