Sadly only the tax part, owners still cant run vehicle beyond 10 years. The govt has just done this to rake in tax till they can as it is the supreme court rarely over rules their own orders.

I own a 2004 Honda City GXi with 85000 kms done. The car is in an excellent condition and registered in Delhi. Since the car is now >15 years old, I can not use it (legally) on the Delhi's streets.

I will be moving the car to Ranchi, where it will be used by my father. Jharkhand allows renews vehicle registration up to 20 years. However, in order to get the car registered in Ranchi, I will need a NOC from the Delhi RTO.

Will the Delhi RTO be willing to give a NOC for my 2004 Honda City? Considering the fact, that the car will no longer be in Delhi NCR, can the Delhi RTO deny a NOC for transferring a car to another State which allows cars to run up to (and beyond) 15 years.

In one word, no.
Even one day under 15 years old, you may have had a chance, but not now.

I am assuming the registration expired in 2019? How were you able to renew the insurance?

Yes, provided the RTO you are transferring the vehicle to, allows registration of 15+ years old vehicles. You can apply for the NOC on vahan website and then visit your local RTO with the documents. Vahan website lists all the documents you would need for this process.

Thanks. I will give it a shot. However, it seems that there is no online process for getting the NOC. The Vahan website has the PDF version of Form 38 which needs to be downloaded, filled and submitted offline along with the supporting documents.

In case there is an online application for the same then it will be very helpful if you can kindly share the URL.

Sadly the rto wont issue an NOC now, 15 years and boom they close the file. You can either scrap the vehicle or run it in ranchi on the existing no. Plate as long as its in the family.

Just out of curiosity, I randomly checked the RC Status of DL3FA1000 (I am not related to the owner of this Car. Also no offense meant to the owner of this car).

The Fitness and Tax was Valid upto 06-10-2018. But the RC Status shows Active. Is this car re-registered (but with old RC Plate) in other state?

But the Insurance as per MParivahan App is not Active.

Surprise and respite for owners. TOI article on 15 year rule for Cars in NCR. As per TOI, supreme court order is no more valid now.

Respite that owners can still keep the diesel car between 10-15 years in NCR and sell it outside to mentioned RTOs. Earlier, after 10th year, for diesel cars would be only scrapped if someone failed to transfer it before last date to other RTOs. But now we can still keep the car till 15th year and also able to sell it between 10-15 th year.

Sir whats the point of keeping it beyond the 10 year timeline , one cant use it on road in NCR and the longer one waits to dispose it off the lesser the price, since its a depreciating asset he will get a further absymall amount!

Well, the only brownie point is your car does not qualify as a scrap post 10 years. Resale value does not matter much post 7-8 years. Car can still qualify as a backup car for getting daily essentials in a radius of 1-2 km extremely local neighborhoods.

Is the govt due to issue a policy statement on this? The only reference I see is the TOI article in the newspaper. Can't find similar articles in other publications.
