Basically the road tax is collected as a percentage rather than based on number of years so even though the number of years has reduced the tax percentage has remained the same.

Interestingly, validity period is still mentioned as 15 years in the RC for new diesel cars.

In another thread SS Traveller indicated that the 10 year ban presently enforced in Delhi NCR on diesel vehicles is to be enforced nationwide soon. Does anyone have any updates on this.

I'd be surprised if that happens, more so if it's not contested and ruled out. BS6 has ensured Diesel vs. Petrol is no longer a debate when it comes to pollution, especially because Diesel has the upper hand when it comes to efficiency too.

My pick is the Diesel Thar in automatic guise, and until a capable EV Thar with ~500 KM practical range happens, I don't see that changing.

Happen in a few years time for sure the policy is being discussed and ngt will apply pressure for it to happen. The courts will support the NgT only the govt is putting up a meek defense but it wont hold. I for one have decided to buy petrol cars now. Resale in delhi ncr is peanuts now for diesels makes your heart cry really.!

If this happens, it will only prove how alienated from scientific reality NGT is. In UK after latest emission standards implementation CO2 pollution (caused by petrol cars) has increased over NO2 pollution by Diesel cars. IMO it will directly accelerate Global Warming.

IMO we need to have alternative plans re pollution (like preponing crop sowing by 1 month), stringent control over farm fires & industrial pollution (including that of construction industry) & promoting clean fuels like Hydrogen Fuel Cells (CNG is just a stop gap IMO).

Even China is now leaning towards Hydrogen Fuelled Vehicles & I'm sure there will soon be some policy by Chinese Government in this regard.

And now the NGT, Kolkata has passed orders to phase out all non BS IV commercial vehicles and has told the W.B. government to also consider phasing out old, private ones in a phased manner.

I won't comment on phasing out of commercial vehicles as they have their own associations and bodies to pursue their grievances if any.

Coming to private vehicle phasing out, my poser will always be like before. Has the NGT's a phasing out of 10 plus year old (diesel) and 15 plus year old (petrol) private vehicles in Delhi and the NCR improved the air quality there ? In fact, the worst smog in history was recorded during Nov-Dec 2019 in Delhi and NCR. Such orders are being passed without any study, research or any laboratory back-up of pollutant generating sources to objectively point out exactly how much toxic pollutants are released by the older motor vehicles. As such, older private vehicles have a very high natural attrition rate these days. At any particular moment, in a crowded traffic with lots of motor vehicles, not more than 5% to 10 % of the private vehicles are older under the category targeted by the NGT. Again is there any such study to ascertain the percentage of old, private motor vehicles plying on Kolkata roads during rush hours and otherwise ? Herein, in the petition the Green Crusader has targeted commercial vehicles and the inaction of the state government to phase out the polluting vehicles. It is not understood as to how private motor vehicles have come within the ambit of the NGT ?

I think we are moving towards times when very crucial issues are being decided without any required scientific data back-up to arrive at conclusions. The decisions are taken based on extraneous considerations.

I agree with that; was in Delhi on 31 Oct and 01 Nov last year at a venue on UER II just adjoining the IGI Airport on one end of the main runway.

I could hear aircraft coming in to land and take off , but couldn't see them. The smog was that bad.

I am sure all NCRites would have been amazed at the air quality during 22 March to Unlock 2.0.

So it is not old vehicles, but the number of vehicles that influences air quality.

Unless challenged they will keep bringing newer and dumber rules, NGT thinks that only India has ICE vehicles but if they look around the world even in US there are 20 to 30 year old daily driver vehicles but no they just want people to buy new vehicles and fill manufacturers pockets and fill the dumps with more vehicles.

A PIL needs to be filed against them by some really good advocates and experts in this matter and both of these won't be free.

The NGT should rather use brains and bring stringent fitness passing policies, corruption free facilities for these tests and so much more but Private vehicle owners don't have either money or time for fighting them with good resources and those with money won't fight but just buy a newer vehicle.

If the NGT keeps making such scrapping policies even scrapyards filled with piles of working vehicles won't be useful as NGT has phased all of them out.

The petition will be heard again after six months as stated in the news report.

As it appears, a state govt lawyer must be appearing for the Respondents. Cannot expect much defence by the state govt as Art 21 is invoked.

It would be better if affected motor vehicle owners in Kolkata engage a lawyer to intervene in the matter and put forth facts of defence on behalf of private motor vehicles. The word "older" used by the NGT Kolkata Bench, has a very wide definition and covers all non BS IV vehicles, be it a Veteran, Edwardian, Vintage, Classic or the later ones.

For a petrol car turning 15, is there any cutoff after which RTO may cause issues with the NOC? The registration of the car in question expires on 12-Apr-2021.

If its in Delhi, probably will have to scrap the car or sell it out of state & get NOC before it turns 15.

My advise would be to get this done right now, and sell it off. In the past one year, whenever I have visited the RTO with all papers apparently in order, something or the other has come up in the guise of new "rules". Find a buyer, get his address details, and get the NOC as soon as possible.
