It might not be on the same level as developed states of Punjab/Gujarat etc. But roads/connectivity in Assam aren't that bad. BTW I know the perception of Assam is of HILLY Terrain, which is far from reality. The states that surround are hilly, not Assam.

Don't think people from other states would buy from Assam because the taxes/duties are lower in those states than in Assam.

But yes, the Numbers (and national market share) do surprise even someone who us originally from Assam (myself). But being an expat who occasionally visits Assam, I do see the visible changes.

People now have trouble find parking spaces in the Small Towns. The Assamese have also begun to indulge in Luxury 4 Wheelers like Merc, Audi, Toyota Fortuner. Around 2 decades back, it was unthinkable as people used to be terrified in displaying their wealth for the fear of extortion. Clearly not now.
I can personally vouch for your statements having driven to Silchar from Kolkata in November 2018.

Indeed most purchases are done here in Assam since there aren't many car dealers in the other 6 states.
As a matter of fact, Toyota one of the most popular brands in these highlands only has 4 dealerships. And 3 of them are located in Assam.

Floods or no floods, it was always higher than many bigger states. There is a high proportion of middle class who can spend money to buy the entry and mid sized cars.
Funds flowing in from outside the country, are responsible for the huge sale of luxury cars including the likes of Lamborghinis and Rolls Royce.

And unlike other states, most of the cars sold here are top of the line variants.

Also companies like Toyota and Volkswagen have more showrooms in a single district than say Bangalore or Delhi. In a 50km radius from my home, I can count 6 VW showrooms and 3 Toyota showrooms.

But this has resulted in a huge congestion problem on the narrow roads. You may open Google Maps, and check, it takes around 1 hour to travel 30kms on National Highways, the same time in Tamil Nadu would allow me to travel 90 odd kms.

This is happening because the people in Kerala have become richer than the govt of Kerala. The Floods had affected the Govt more than the people. The people have risen up without help from the govt but with the help of NGOs, NRIs, and MNCs. Almost all car companies and electronic companies had provided free service for the flood related damages.

Personally, I would want this trend of buying cars to stop as there is more car density for the available roads, and it will worsen over time. People should start moving to public transport, which can save money and is more eco-friendly.

Now that Kerala is hit with another flood just prior to the festive season, the sales is again going to be affected. God save its own country and the entire auto industry.

Re-affirming the auto Slow down, nearly every state and city studied has posted worrying registration numbers.

The decline isn’t restricted to Tier-1 cities dominated by ride-sharing apps, which finance minister recently said are discouraging millennials from buying cars.

From what I remember, Telangana, AP and Madhya Pradesh are yet not on the VAHAN database. This can be the reason for their absence from the list.

A Reddit user u/chin-ki-chaddi has converted the 2018-19 data in this thread into a cool infographic!

Here it is (though I wish the dark & light green were reversed):
