Transport Ministry to launch Pilot program for National Highway Police Patrol system

In a first ever initiative to monitor violations of traffic rules on national highways, the road transport ministry will deploy mobile teams of ex-defence personnel armed with body-cameras and will install CCTV cameras on 11 highway stretches in Tamil Nadu, Maharashtra, Himachal Pradesh and Bihar.

While the deployed ex-servicemen will record traffic violations during the patrolling of designated stretches, CCTV cameras fixed at every 5 km interval will capture all violations around the particular spot. As per the plan, one team of ex-servicemen will be deployed round-the-clock at an interval of 60 km.

“These will also be linked to the police control room so that they can record the violations and issue challan or take any other necessary action. This entire pilot project will be conducted in association with the local police and the National Informatics Centre (NIC) which has all the depository of vehicle and drivers data. Police can easily get all details of the vehicle owner and violators from NIC database.”

The pilot will cover 1,550 km of NH corridors, which have been identified based on high rate of accidents, and will involve about Rs 300 crore expenditure. The World Bank will provide financial assistance for this project.

Though the Central Industrial Security Force had first mooted the proposal in 2005 to set up a uniform agency to man the NHs, nothing has happened except a few rounds of meetings.

  • Supplemented by CCTV installation at 5 KM interval - and will capture speed violations, zig zag lane changes, dangerous overtaking
  • Will increase patrol presence on NH's
  • Corridor selected have current death toll of 33-35%
  • Project will be conducted in association with local police and National Informatics Center
  • Most likely to be evolved as National Highway Police Patrol system for our country.

That is good initiative, if it brings some discipline to the traffic on the road. I hope this program will self fund itself thanks to the increased fines in new MV Amendment.

This will be a good success if the all the authorities work in tandem with each other. Ex-Servicemen(ESM) will be diligent and disciplined but Police will need to augment them in prosecuting offenders. ESMs will also need to be suitably compensated so as to enable them to take this role in a full time capacity. Traffic offenders' and vehicles' database have to updated and made current. The funding of such a program can easily come from the fines. Kudos on a new thinking.

Its a great idea and I am glad the government is thinking of ways to make our roads safer. The local Traffic Police must be involved to make this feasible and successful.
Also, I have dealt with some of these Ex- Service Men working as Traffic Marshals. They can be hubristic and haughty if left on their own to manage traffic nakas.

We have highway patrol here in Hyderabad but I've seen them only on the ORR in black pickup trucks, on rest of the highways only the regular patrol vehicles (white Innovas) are deployed but their presence is patchy and infrequent.


I hope they equip functional, properly calibrated speed cameras inside these patrol vehicles which can then be parked at random, unexpected spots on the highways. Way too many reckless, brash, 'don't you know who my dad is' type morons riding on the streets these days.
