Also geopolitics play a big role here. A while back US stopped the sale of advanced machines from ASML to China even though it's a Dutch company.

What I think tata is targeting is old age chips only which are used in vehicles as space is not an issue in vehicles like in computers, smartphones, etc. But in future, it might change as well with more tech flowing into vehicles.
+1 on that. The shortages are purely temporary. Not sure if overcapacity will ever happen, but bottlenecks to be ironed out. Newer players and new production geographies will ensure this situation will not happen again. Once bitten, twice shy.

GoI ups the stakes with a 76000 cr plan to woo manufacturers and establish a semi-conductor ecosystem from design to manufacture:

Govt. to bear 50% of the project cost to setup chip plant

Last week, the government of India announced a Rs 76,000 crore incentives scheme to promote chip manufacturing in the country. According to the fine print, the government will provide up to 50% of the project cost to companies looking to set up semiconductor factories.

The government will bear up to 50% of the cost of setting up a facility to fabricate chips of up to 28 nm, up to 40% for chips of 28 nm to 45 nm and up to 30% for chips of 45 nm to 65 nm.

Companies looking to set up a chip manufacturing unit in India will have to make a minimum capital investment of Rs. 20,000 crore. The applicants are required to have a minimum revenue of Rs. 7,500 crore.

Semiconductor manufacturing industries will receive government support for 6 years. However, the tenure of the actual fiscal support outflow could be extended. If the government provides fiscal support through equity, its share will not exceed 48% of the total project equity.

A good policy even though one or two decade late! It will be a catalyst to shift the mindset from being overtly service oriented to manufacturing oriented. A long way to go but in right direction. It maybe packaging initially, but any manufacturing activity hub will lead to setup of requisite infra, development of auxilliary services etc. The earlier PLI scheme for assembly of TV, phones etc has been a success!
