As per this, is it safe to assume that a 2019 manufacturer gen 2 amaze petrol manual is e20 complaint? I was considering buying one used.

Yes, Amaze gen 2 is e20 compliant. Infact Honda mentions that all their models post 2009 are e20 compliant and can run on e20 without issues.

However, please note that these are "material complaint" with regards to e20. Not just Honda but every manufacturer launching e20 complaint vehicles out there. What it means is that while the cars will run fine without issues on e20, fuel, they are not "tuned" for e20 and hence will have lower efficiency. The e20 tuned versions would start coming up in future as e20 fuel becomes prevalent.
