Here is detailed info on FE I checked in last week. I had driven my car for 370 KM that too 100% in city before going on a 600 KM drive to Kolhapur and around.. Following are figures:

Car: Palio 1.2 NV Sport

City: 370 KM
FE: 12.7 KMPL (Did tankful which took 29 ltr)
AC: 20 % as its already cold here in Pune

Highway: 600 KM
FE: 17.5 KMPL (Did tankful took 34.28 ltr)
AC: 30%

Cheers

Maruti Zen:
City only (Pune) with AC: 14
Highway only with AC: 17 to 18

Mitsubishi Cedia:
City only (Pune) with AC : 10.5
Highway only with AC: 14+

The Cedia has done just 2000 kms, I think efficiency shd increase after the 10K km servicing.

Honda City Manual i-DSI:
13.5 in city with A/C
16 in city without A/C
17 highway with A/C

Santro AT
11.5 in city with A/C

both use mostly regular petrol. Use premium petrol for the cleaning effect after every two refills of regular.

Those figures for the Cedia make me jealous! Are you driving after mid-night? Which part of Bangalore are you driving in?

I suggest you better get a complete service done at authorized dealer...
Almost all Cedizens are getting more than 9 and many have reported >10.
I myself am at just aaround 10 in City of Chennai, having done just 2000 kms, and it is slowly improving after every fill. It sure improved after the first service at 1000 kms.

I agree with Raja.
also before blaming it on the car, check your driving style.
I never got below 10km/lit in Pune's mad traffic, and this is after upgrading to Michelin PP2 205. On stock tyres you should get even better figures.
Try changing the petrol pump or even try other brands.
Check your tyre pressures regularly.
I usually keep 28 psi pressure, 30 psi should give better fuel economy at the cost of bumpy ride.

You are not alone! I get around 8 to 8.5 in Bangalore traffic using petrol from Shell outlet.

I guess it depends on individual driving habits and to a large extent on road and traffic conditions. My way to work is around 10 km and I hardly get to drive in 4th gear. I am always in stop and go traffic with constant changing of gears. I seriously think this is the reason why I dont get the good mileage figures that are reported by other Cedia owners.
