VAT on new cars

What's the VAT on new cars? Is it 12.5% or 4.25%? Does it depend on the state?

I ask because the prices given in Overdrive/Autocar seem to be lower than those on dealer/manufacturer websites (even when those websites are per-city).

caliper prices keep on changing. sometimes manufacturers dont update the prices and they are frequently giving discounts (some of them) so there is price difference.

And as for VAT its included in the ex showroom prices.

abhibh and reign, thanks for your comments.

The reason I wanted to know if ex-showroom includes VAT is that I wanted to take the May 2007 Overdrive, which is .5 lakh lower than the manufacturer prices last updated as of May 2007, and try to get the dealer to lower the price.

All comments that will help in this will be appreciated.
