High excise duty for fuel-inefficient vehicles- Automobiles-Auto-News By Industry-News-The Economic Times

The government is planning to impose higher taxes on manufacturers of personal vehicles with high emissions. The gas guzzler tax would be an additional 8% excise duty for vehicles at efficiency of below 90% of the average and would increase to a maximum of additional 24% duty as the fuel economy drops.

The government hopes the calibrated excise duty structure would result in better compliance of fuel efficiency norms by car makers. Tax incentives for manufacturers with relatively low pollutant emissions and high fuel efficiency is also on the cards.

Lets guess the possible candidates for this "guzzler duty". Who will be the possible candidates in passenger car category?

Hi,

Can some one clarify how do you measure the fuel in efficiency of a car. For Ex: per liter on high ways

Cedia - 2 liter engine - 14KMPL
Maruti - 800 - 20KMPL

If you see the above figure an engine more than twice the capacity is giving better fuel efficiency so does it mean maruti will get taxed and cedia will be left over

If we talk about emissions then again its not the engine size alone, but depends lot more on the efficiency of the engine, usage conditions, fuel type used etc.

What help do you need?

For calculating mileage, do tank full of fuel, reset the trip meter, after a while(atleast after 100kms) do another tank tank full, note the trip meter readings & sue this formula:

Trip meter reading in Kms/Fuel consumed in liters(in 2nd refill)= mileage

I am trying to compare both to understand if that is the way we compare fuel in-efficiency of the car.

My question is how do you measure the fuel in-eficciency of the car.

one way they mention is that the cars which have a fuel efficiancy 10% below the national average will be penalised and considered in-efficient cars.

For example they could either have a govt published base figure... for examplt 12 kmpl.

If any car is 10% below that (below 10.8kmpl), they will be penalised with the tax.

The other way of doing t would be to consider the average of all the cars sold currently in the market, and any car in which is 10% below that would be in efficient.

I personally feel it would be better to go with a graded percentile figure... with a slight increase for each 10 percentile.

Just one more question, from where will the government get the mileage figures for a vehicle? (Manufacturer, independent organisation, ....)

In the Uk & US, they have prescribed a certain test which evaluates the mileage of the vehicle (certain distance, speed etc).

The test is usually done by an independant org like ARAI.
