Crap idea.
Forcing a restriction is degressive, not every one is traveling for A -> B in the morning and B -> A in the evening. Not having a vehicle is quite a handicapp, one cant come back home pick up a vehicle and go out again.
People can help by using public transport when possible, then again inviting means like the metro rail are not available everywhere, starting something like that inviting people to use public transport would be good.
apart from that, if existing rules are imposed and the public transport vehicles (autos, buses, indicabs ect) follow the lane system the traffic can be a lot more smoother.

That happens because there are very few well maintained roads in our country. After driving through all the traffic bottlenecks, potholes, congestion, people are running late for their respective appointments so when a smooth road is spotted people tend to try and make up for the lost time. If all roads are smooth, well maintained and properly desgined then speeding woudnt' happen.

The indiscipline we see on the roads is majorly because the government didn't upgrade the infrastructure when they actually should have. The flyovers you see today in Mumbai for example should have been there in 1990. Effectively, the government is building infrastructure that should have been in place 20 years back while they should be building infrastructure for 2030. Ask any politician what's his vision for 'Mumbai 2030' and see the blank stares you will get. Politics is more bothered about counting deadlines for implementation of Marathi signboards on shops rather then building infrastructure to improve the citizens' quality of life. That's our tragedy.
