But once he takes the NOC from Delhi, he will have to register here with MH and then take an NOC from MH and get re-registered in Delhi. If the NOC expires, he will have trouble getting the NOC cancelled and may even be a trouble in selling the vehicle too as there would not be any entry with the vehicle's registered number.

NOC basically means they (Delhi RTO in this case) do not have any issues in releasing the vehicle from Delhi RTO and this also means that his DL registration is no longer valid. And if he does not register in some or the other RTO, the NOC expires within 6 months (but that is a different point) leaving you in a no man's land. I strongly suggest not to apply for NOC if you have intentions to go back to Delhi sooner than later.

Agreed again but I am not sure how is he going to explain his temporary stay in Pune to cops & how many times they will let him go without giving him a ticket.

Not specific to Pune but in general across Maharashtra, road tax has been increased by 2 to 4%. For new car buyers, this is a bad news.

The rates also vary depending on type of fuel the car consumes. The older diesels become hot commodity all the more.
