New Motor Vehicles Act: Stricter penalties- Now Cabinet-Approved!

Is the new MPV act all about just increasing fines for traffic violations? Do we have any other meaningful change as a result of this act?

What happened to other proposals such as allowing dealers to register cars, unified license format across the country, linking aadhaar to new driving licenses, one country one tax/uniform road tax?
