The "scooters" look more like carriers for the noses of the cars (following picture). if they were scooters the handle would be angled to be over the flat stand not away from it. Since no noses were damaged, these "scooters" were never used.

I think it's called 'Helicopter Tape'.

It's thin, strong, & usually transparent, tape - used across shut-lines of panels for aerodynamic reasons.

Can occasionally be seen flapping about, especially towards the end of races.

Also used in aviation & other motor sports.

I did see it. That is why I didnt post too many pics of the cars.
