The thing is, in South America, racing is taken very very seriously. as seriously as religion or football. As a result, people with money have no qualms or inhibitions when it comes to spending on developing racing talent. In India, parents take loans to send their kids abroad to study... how many would actually take a loan to send their kids to Europe or Japan at the age of 15 to hone their driving skills?? Its a totally diferrent culture in S. America and if Indians are willing to spend money, India too can have some very good drivers in the top tier soon.

Trivia: Half the Brazilian football team are investors in teams in either F1, MotoGP or WSBK series.
