It looks like a Le Mans prototype molded in to F1 car, looks weirdly cool. Being Adrian i would say this could be a functional not just asthetics design.

I think its clearly function over form.

It looks very weird but Newey has addressed the 2 areas which cause drag in F1 single seat racers. The open cockpit and the exposed wheels, especially the front ones.

Mercedes have also created something for Gran Turismo 6 & its quite the looker!
They have written about it quite extensively here
