Publishing in newspapers might not do anything but posting them in facebook page of traffic police would eventually calm down the repeated offenders. If someone posts a clear violation evidence, the cops have to take action against it because they never know when an RTI would come asking for the update on it.

With more and more cities launching facebook/whatsapp for reaching out to their traffic police, it would slowly prove to be costly for habitual offenders.
