It makes more sense to customers when real world fuel economy data is published instead of the results conducted in 'controlled environment.
Added to the scandal of publishing results not as per standards has created another story and confusion to the prospective customers.
Now to clear this, Peugeot, Citroen And DS Announce First Real-World Fuel Economy Results.
French automaker PSA admits some of its official fuel-economy figures are more than 30% overly optimistic.
PSA says its findings reflect those reported by its own customers. It is the first major automaker to publish true fuel-economy figures after beginning tests in November 2015 in response to the decreasing consumer confidence in car testing.

This particular test procedure was established by two non-government organizations, Transport & Environment (T&E) and France Nature Environment (FNE) and has been audited by Bureau Veritas to secure the reliability of the final figures.

Based on the EU’s planned Real Driving Emissions (RDE) project, fuel consumption was measured using a portable emissions measurement system (PEMS) installed on the vehicle.
The test took place on public roads open to traffic, with the route including 25km urban, 39km rural and 31km motorway driving under real-life driving conditions.
This means that the cars were loaded with a passenger and luggage while the air-conditioning system was enabled during the whole procedure. The first results include 14 Peugeot models, 11 Citroens and three cars from the DS range.
The French company also announced that, by the end of 2016, a fuel economy simulator will be launched on all three of their brands’ websites to help customers predict their vehicle’s consumption based on their driving style and conditions, along with an eco-driving application to help them reduce their needs in fuel.

Volkswagen considering publishing real-world fuel economy figures.

Volkswagen is considering following PSA Peugeot-Citroen’s lead in publishing real-world fuel economy on its vehicles, the company’s boss has revealed.
Last week, PSA published economy figures on around 1,000 of its models by extrapolating data recorded on a core number of vehicles that were tested using portable emissions kits mounted on cars driving along a selection of public roads.
The Volkswagen Group currently publishes only the official NEDC laboratory test figures, as it is forced to do by European law

The tests have been more strict then the EcoTest in September 2016, since then 77 car models tested and stated:
Even gasoline often have too high particulate matter values. Actual emissions are often far from the limits.
It is also surprising that Euro 5 diesel are partly cleaner than Euro 6 vehicles.
Alarming results in the new ADAC EcoTest: Of the
38 tested diesel cars, only the Mercedes E220 d 9G-Tronic and the BMW 118d UrbanLine Steptronic were convincing in a new realistic measurement of actual emissions. The two vehicles, with only four "environmental stars", were the only diesel vehicles in the group of recommended cars.
In the most serious case, the
Renault Capture dCi 90 averaged 725 mg / km of nitric oxide. The car exceeds the limit by more than 900 percent

Five passenger cars with petrol engines achieved four stars and are therefore also recommended.

The Volkswagen diesel scandal has heightened awareness of the shortcomings in current tests, leading many to call for a radical rethink of how emissions are measured.
