The Volkswagen graveyard in USA : Where their scandal-hit cars are parked

I won't be exactly using the term "graveyard" in this case, specially when the said cars are there on an interim basis until a permanent fix is found and are routinely maintained. A car graveyard is a place where hundreds or thousands of cars lie unused, rotting and rusting for decades and decades. Some fine examples of car graveyards are HERE.

Is VW actually spending more money to maintain these old cars regularly? This seems like thousands of man hours worth of job.

OT: Why is it that VW scandal was handled strictly in US but they have had an easy run in other places? My concern - there was no such buyback procedure here in India.

Back during the GM days, Tavera engine had emission flaw. They did recall the vehicles. But I am quite sure that for a popular taxi model like Tavera, there would be several vehicles (changed hands a few times) running without those emission fixes.

I would suggest that there are two reasons:

1. The lack of strong legislation. California especially has one of the strictest EPA rules.

2. The size of VWs market in India is too small for them to care too much about lost sales in terms of public opinion.

It's fine as a metaphor. And the metaphor might well turn into a reality: let's see if those cars are still there, and what they look like, in a few years!
