Lamborghini is now targeting Ferrari’s FXX division with a racetrack-only model, which will soon be unveiled by their Squadra Corse racing arm.

Lamborghini Squadra Corse’s new track-only hypercar carried out its first shakedown several weeks ago. The 6.5-litre V12 naturally aspirated engine, which will produce 830hp, will be part of a limited edition model developed by Squadra Corse and Centro Stile Lamborghini.
Squadra Corse’s hypercar features a number of particularities which differ from the regular road car range: the car features a large rear wing, airscoop on the roof and a racing hood with dual air intakes. With an aluminium front frame and a carbon fibre monocoque, the hypercar has been designed to be of the highest safety standards while an innovative self-locking type differential which allows better driveability on the circuit. Single nut wheels are fitted with Pirelli tires.
The hypercar now enters the final stages of its development, with the world premiere scheduled for the summer of 2020.

I realize that the tagline is not yours, but the only similarity between this and a Ferrari XX car is that both are track-only high-performance cars. It is essentially impossible for this car (or Lamborghini in general) to present any sort of competition to Ferrari's XX Programme (a.k.a. Corse Clienti). The programme, of which the car is a vital but small piece, is the crux of the matter. Numerous manufacturers make and have made track-only super-expensive supercars that customers can/could buy. For example, even if you limit the list of such cars to track-only cars that had an original price of over a million dollars, one can think of many (most of these are multi-million dollar cars, actually, and this is by no means an exhaustive list):

• Aston Martin: Valkyrie AMR Pro, Vulcan
• Brabham: BT62
• Ferrari: FXX, FXX EVO, 599 XX, 599 XX EVO, FXX-K, FXX-K EVO
• Lamborghini: Sesto Elemento
• Maserati: MC12 Corsa
• McLaren: F1 GTR, P1 GTR, Senna GTR
• Pagani: Zonda R, Zonda R Evo, Zonda Revolución

These are/were cost-no-object, not-limited-by-homologation, extreme cars. I can even confirm for some of them that they are supremely capable and live up to the hype. However, the only cars cars that are truly used are the Ferrari XX cars. It's less to do with the cars and more with the associated racing programme. Some of these manufacturers have indeed tried to create programmes to go with the car, McLaren being a prominent and recent example, but the efforts all wither away. The only setup that has withstood the test of time is Corse Clienti. There are several reasons for that: Ferrari's brand power, their massive motorsports experience, the company's mastery of logistics, the programme's huge headstart (the first XX car is over 15 years old), and also the fact that no matter who one is, it still takes such significant resources (not just money, but time too) to participate in such a programme that if one were to do this seriously, Ferrari is a natural choice.

To summarize, this would be a low-volume "collector car" that some serious enthusiast might just take to the track occasionally, but I posit that Lamborghini have no interest in taking on the XX Programme.

I think how the FXX program works is, that you email them on your intention to use your supercar on such and such day at such and such track, and they bring you your supercar, in a truck, fully set up, then you do your track day, and they take the car back. You dont own it, as in, you cant take it home, you cant park it in your garage, you cant put in a bigger turbo, or ecu remap or an aftermarket exhaust or anything of that sort. You are merely made available that car for your track usage. I have heard Ferrari even chooses what tyres the car comes with, as in they will not give you slicks if they anticipate rainfall.

So in that sense, you're right. I dont know whether Lamborghini will go the Ferrari FXX route, and get you only the right to use their car, and not take it home, or they will go the McLaren Senna GTR route, and allow you to keep the car.

OR may be the super rich enthusiast who is being targeted can simply get a 997.2 GT3 RS or, for a bit more, the 991 GT2 RS and save a lot of money AND drive the car to the track, go bonkers and then drive back home

The difference between the track prowess of a homologated road car, no matter how much "track-oriented" it is, and a true race car is massive. Once your skills improve enough that the car becomes a limitation, you will never want to use a road car on the track.
