The measure is: Over a period of one year of first hand ownership, the number of problems reported per 100 vehicles. The industry average is, in one year 144 problems are reported for a set of 100 vehicles.

Guess it is already answered by Sarathlal, here is another view,

A lower score reflects higher quality, and the study covers 177 specific problems grouped into eight major vehicle categories. The overall industry average improves by 14 PP100 to 142 PP100 from 156 PP100 in 2017.
