Maybe for image reasons.

You wonder if this whole exercise was worth it. Ford sold its controlling stake in Mazda for a paltry $500 million. Would have been a much better buy than the 2.3 billion Tata paid for JLR.

and why even try to hide... Every other company is in need of a bailout. Whats wrong if Tata is also seeking it for JLR!

Exactly how I read it! If the Government is doling out money, why not take some cheap funds in (and probably retire some costlier debt?)
