I have a feeling it is not ok - what worries me is the second level fan.
The first level fan should come on and bring down the temperature. IMO, the level one fan is not switching on - check the thermostat switch / Fan switch for level 1 & 2. change it if required.

Do the following to check if level 1 fan is working:

1. Start the car (cold start / warm start)
2. Pop the hood
3. cabin fan ON > AC ON (you can avoid switching on the cabin fan because switchin on AC will automatically switch on cabin fan at speed 1 in Palio)
4. check engine bay - Level 1 Fan comes on first & after few seconds Level 2 fan comes on (if this happens - things are fine / if not, check fan switch or thermostat switch)
5. if you switch off AC, Level 2 fan switches off and then Level 1 fan switches off
