Businesses should ideally register the car asap to claim tax benefits under the law.
In this case they may have tried to pull a fast one by keeping the vehicle unregistered in hopes of selling it to next buyer as first owner and thus getting more resale only to be hampered by BS6 rules which were implemented in 2020 forcing them to register, or it could have been a demo vehicle used by dealer and then sold to business and thus was registered later to new owners.
This can also cause issues during insurance claims if any.

I would pay that extra for a proper inspection by BMW & Volvo to make sure they're properly maintained, and if demo cars better to avoid.
