As man_of_steel has said, the tapes are there so that it is held in place till it gets properly fixed(i.e. the adhesive becomes strong).

If you've ever seen, Bajaj does this in all new Pulsar 200's to ensure that the "Pulsar" logo is affixed properly to the tank.

The execution seems fine. That spoiler is tricky. When I installed it, I let the car sit in the porch for a good 6-7 hours. Then these "support" tapes are not needed. Especially when they leave adhesive marks all over the paint job. Yikes! But that black spoiler on white paint looks great! Especially since the black isn't matte.
