Is the Merc associated with the Municipality? Seems like those things hanging from the floor of the car somehow help in cleaning the streets.
More like a high-class sweeping machine!

I've seen Golf cart like machines with similar rubber strips.

They are largely used to clean streets abroad in several countries.

But a merc-muncipality cleaner is a first

The gap between the front wheel and the wheel arc, might indicate that the car's engine might be off the car, or the other side front wheel is on a mound.
