That would be a Plymouth/Chrysler Prowler. A US built, modern take on a hot-rod. It was powered by a V6 and sounds great while on the move. It was in production only for a short while during the late '90s.

I always thought that the bottom of Polo's front bumpers were easily vulnerable to damage. This guy found a way to protect it. Do notice the handle bar in the center.
