I think those big wheels are just kept with car, not installed. Steering will not even turn with those wheels (see front wheel fender).

This is close to home. I'll get a better photo soon. It's been there for weeks. My gut feeling is that it is one of those vehicles used for weddings where the couple sits in the back on fancy chairs. I wonder if it still runs.
