I never liked the new Pajero but I cringe more when I see such examples. Those 'EYES' are also brake lights.

This is really an eye sore. I remember such brake lights were quite popular in previous generation Fortuner as well.

Nope, This car is used by Parth Bus Service Pvt Ltd form last more than six years and its road legal. This vehicle is basically a luxurious taxi for marriages(like Limo). They do have one more modified /stretched Verna. I "ll try to get the pics of Verna.

AFAIK any modification to the chassis is illegal and getting fitness certificate the make the modification legal is very lenghty and expensive.
