No, it doesnt work on the P990i.. Only Nokia's Symbian devices are supported.

The compatibility chart from the site..

AFAIK, professional GPS signal need to be bought from US Gov and it is far more accurate than the free civilian signal.

Civilian signal have positional accuracy of 30-60 meters(fts?) which can be improved using WASS upto 4-5. You can guess how accurate the acceleration times will be.
