this is not a modification to extend the length, height, width or wheel base of the vehicle. this is a removable bicycle carrier, it has not been permanently attached to the vehicle. the RTO should not have any problem with this rack.

yes, the rack ends in a 2" solid tow bar which slides into the receiver mounted on the vehicle and is secured by a 20mm bolt with a safety lock pin.
