As far as I know - correct me if I am wrong - even in the US, shoes are mandatory for the MSF training and test, but not for riding once you are licensed. The helmet is the only mandatory piece of equipment. At least in California.

Of course, it would be incredibly stupid to ride barefoot or with flipflops - or even shoes that don't cover the ankle - considering how fast cars go on American streets and how frequently skids and lowside crashes happen on those concrete roads. But.. just saying - I don't think its required by law.
